Resettlement thus far has been conceptualized as a large-scale form of displacement taking place within short timeframe. In this article I attempt to reinterpret resettlement two-stage process involving both the deterritorialization and reterritorialization residents by shedding light on processes challenges involved in rebuilding sense community after resettlement. draw case relocation settlement Shanghai find that Chinese state is heavily reterritorializing because it needs consolidate its influence at grassroots level address practical necessity assisting tens millions resettled who lack access essential amenities services. The uses mechanism describe state-led building rebuild way also renders more governable. practice, involves increasing number power committees promoting resident volunteering participation through organizations events. State-led works relatively well retired urban residents, but fails attract other groups, including rural working migrant residents.
